One of our health care clients is looking for a Talent Acquisition Specialist
Length: 3 months to start with (possibility of extension)
Location: Ottawa, Champlain Region including Pembroke and Cornwall, ON – Hybrid- weekly, only as needed.
Hours: 37.5 per week
DESCRIPTION AND JOB SPECIFICATION
· Collaborates with other members of the Talent Acquisition team and hiring managers to support the recruitment of top talent in support of the organization’s Talent Acquisition Strategy
· Leads and executes all stages of the external recruitment and selection process and provides guidance to employees and Managers regarding process by:
· Conducting thorough preliminary screening and telephone interviews with shortlisted candidates, fully qualifying them before presenting to the hiring manager
· Through collaboration with the hiring manager, develops interview guides and other selection tools in preparation for in-person interviews
· Coordinating and participating in in-person interviews while acting as interview chair.
· Conducting thorough reference checks, and coordinates stages of the due diligence process
· Communicates offers and negotiates offers where applicable in consultation with Manager, Human Resources on salary and other offer details
· Liaise closely with the HR Assistant to ensure new hire administration and onboarding is completed in alignment with recruitment priorities
· Acts as a leader in recruitment and helps to develop proactive and innovative tactics to attract and develop a talent pipeline for a variety of healthcare and administrative positions
· Assists with the development and on-going improvement of recruitment and selection processes.
· Utilizes tools such as social media, networking, and advertisement to proactively seek top talent for high-volume vacancies. Maintains pools of qualified candidates for high volume vacancies.
· Administers Applicant Tracking System and always ensures integrity of data and process compliance within the system.
· Develops creative plans as required to secure talent for hard to fill positions
· Ensuring all talent acquisition activities are consistent across the organization and comply with applicable policies and procedures, employment legislation and collective agreements.
· Act as a brand ambassador for the organization as required at employment and/or job-related fairs and events
· Participates in special projects and meetings, and performs other related duties as required
· The Talent Acquisition Specialist also provides coverage for some aspects of the HR Assistant role so will be required to facilitate internal staffing as required
JOB RESPONSIBILITIES
· Advises Managers and employees on recruitment and selection process; refers to applicable process documents, policies and procedures, collective agreements and past practices as required
· Collaborates with interview panels in selecting successful candidates; adheres to established objective process.
· Leads recruitment activities by developing a consistent process/framework for recruitment and selection.
· Ensures acquired talent meets the business needs of HCCSS Champlain by following quality process with integrity.
· Exercises judgment in the application of employment legislation, policies and procedures, and collective agreements.
· Maintains sensitive and confidential information, and protects access, accountable for accuracy and integrity of data.
· In consultation with the Manager, Human Resources negotiates employment agreement details within a pre-approved set of parameters.
· Must work in a safe manner, comply with legislation and follow safety-related policies, procedures, and protocols, including the use of personal protective equipment
· Participate in training and educational opportunities
· Report safety concerns, errors, near misses and incidents that may put staff and/or clients at risk and participate in corrective action
· Demonstrate proactive approach to safety and seek opportunities for improvement by asking questions and making suggestions related to current policies and processes.
WORKING CONDITIONS
· A combination of in-office and telework is required.
· Driving across the Champlain region may be required on occasion to attend interviews where an in-person presence is required
EDUCATION AND EXPERIENCE
· Completion of related post-secondary education or a combination of education, training, certification and experience deemed to be equivalent by HCCSS Champlain
· Experience conducting talent acquisition activities, including conducting needs assessments with hiring managers, phone interviewing, leading in-person interviews, conducting thorough reference checks and making offers of employment.
· Experience sourcing candidates using a variety of recruitment channels including social media.
· Experience using Applicant Tracking Systems, specifically Njoyn, is an asset.
· Experience performing recruitment functions in a unionized or heath care setting is an asset.
SUBJECT MATTER KNOWLEDGE
· Ability to interpret and apply collective agreements, employment legislation and regulatory requirements applicable to HCCSS Champlain.
· Strong knowledge of talent acquisition strategies and best practices, and the ability to apply theoretical frameworks into actual practice.
· Experience with Human Resources Information Systems (HRIS) and Applicant Tracking Systems (ATS) to ensure understanding of due diligence in data management, importance of data integrity, effective utilization of HRIS for tracking/data storage, and reporting.
· Proficiency with software programs in the Microsoft Office Suite at an intermediate level.
COMPANY KNOWLEDGE
· Sound knowledge of company policies and procedures
· Understanding of strategic direction and goals of the company
· Understanding of the provincial health care system and the role of the company within it
· Understanding of company Champlain collective agreements as they relate to talent acquisition
COMMUNICATION SKILLS:
· Acts as primary contact for Managers and employees for talent acquisition processes, including answering inquiries about vacancy status, discussing skill requirements, coordinating process steps, etc.
· Excellent communication and interpersonal skills to conduct outreach to prospective candidates, to lead interview processes.
· Educates stakeholders about policies and procedures, timelines, best practice.
· Comfortable with public speak and taking on the spot questions as a participant or presenter at career fairs and information sessions.
· Excellent analytical and writing skills; ability to prepare concise reports.
· Ability to “tease out” and fully understand the requirements for a position and the profile of an ideal candidate.
